New roadmap sets vision for Finland’s role as a global leader in quantum research and technology
The Finnish Ministry of Economic Affairs and Employment published on April 24 its Quantum Technology Strategy.
The strategy represents the culmination of nearly a year of stakeholder engagement and feedback sessions, from which the strategy’s working groups have made recommendations on how Finland can maintain a competitive edge in the global quantum landscape.
InstituteQ plays a critical role in the execution of the Quantum Technology Strategy. Specifically, InstituteQ’s core functions cover the national coordination of quantum research, education, infrastructure, innovation and international cooperation endeavours.
In tandem with the release of the quantum strategy, InstituteQ is expanding its membership roster with the aim to add all Finnish research institutions and universities active in quantum. The expansion is expected to be finalized by the end of Summer 2025.
Many of InstituteQ’s mandates outlined in the quantum strategy are aided by the research and innovation activities of the Finnish Quantum Flagship (FQF), which is housed in InstituteQ.
“As part of our work on this quantum strategy, the working groups have defined eight actionable measures to ensure Finland’s success as a leader in quantum science and technology field. Among these measures are the development of a national competence center, ensuring the availability of the required research infrastructure, and creating a long-term RDI program combining government and private funding to ensure the growth of the sector,” says FQF Director Peter Liljeroth, a physics professor at Aalto University. Liljeroth was part of the core working group of the quantum strategy.
“Since its inception in 2021, InstituteQ has made a strong case for how national collaboration among Finland’s quantum players can accelerate research and innovation ecosystem growth. Now with a strong mandate from the strategy, InstituteQ and our expanding member base — together with the Finnish quantum ecosystem — are positioned well to implement this strategy,” says InstituteQ Director Jukka Pekola, a physics professor at Aalto University.
Importantly, InstituteQ is also charged with the coordination of Finland’s national quantum competence center. This includes increasing the number of professionals in the field, organizing open-access training programs to educators and public sector personnel, as well as the promotion of public awareness campaigns about quantum science and technology.
Alongside Business Finland, InstituteQ is also tasked with aiding in the adoption of quantum technologies among potential end-users.
